When is it safe to flip your child's car seat from the rear-facing position to forward-facing?

The NHTSA recommends waiting as long as possible to switch to a front-facing seat. "Your child should remain in a rear-facing car seat until he or she reaches the top height or weight limit allowed by your car seat's manufacturer," says the agency's official website.

You may not have noticed, but things have been abnormally dry around the Bay Area recently. Really -- according to the U.S. Drought Monitor, Santa Rosa is categorized as "D0: Abnormally Dry" as of October 2016. That's a fair bit better than our neighbors to the south, still caught up in the highest severity of drought, D4.
